Make sure that the protocol used is SSL Explicit. Make sure you use Active (PORT) mode.
For a free FTP software package, we recommend http://filezilla-project.org/, but if using SFTP, you may need to install a local SFTP / SSL certificate into the filezilla software (under settings > SFTP).
An easier but PAID alternative to using SSL over FTP is with wither WS-FTP or SmartFtp. These may be easier to configure for SSL.
Configuring SSL For Smarter FTP (the other 2 programs are similar):
In the little dropdown icon to the left of the address bar, select FTP over SSL Explicit
In Tools -> Settings:
Connection -> Mode: Active Port (PORT)
Connection -> SSL suboption -> Auth Mode: SSL
Connection -> SSL suboption -> Control Connection Mode: Private (Secure)
Connection -> SSL suboption -> File Transfer: Private (Secure)
Connection -> SSL suboption -> List Transfer: Private (Secure)
