This usually happens for one of two reasons:
1) You are running a personal firewall or other security or privacy software that is preventing Helm's web pages from loading properly. Either disable the extra software or configure it so that it will work properly with the control panel.
2) You may have a corrupt Internet cache or corrupt cookie file. If you are running Internet Explorer, then close all browsers except one. Next go to Tools - Internet Options and choose Delete Files and Delete Cookies, this will clear your cache and your cookie files. Please note that this process might take a very long time if you have a large amount of Internet cache. Last - close ALL Internet explorer browsers and reload Internet Explorer. The control panel should now function normally.
